Standard disclaimers: this is all a work in progress, I don't have hard numbers, etc.
Having said that, I find myself a bit perturbed by the stop-gag of 1/3 max inner fire out of combat. In theory I think it makes sense: being in combat should be the barbarian equivalent of confidence or nature bonus, and our abilities should express such. Thumbs up.
However, it's a bit disappointing to see I can expect to realistically have 2 forms running outside of at 150. I was expecting to mage out with half a dozen buffs. That might have been over-reaching some, and would put us right back into the territory of old Dragon Dance, which we know has to die in a pit cause it's OP. I only have a level 20 Cleric as a caster, so it's a little hard to draw a real impression of high-level magic for comparison.
Any casters contributing would be appreciated. How many buffs can you reliably handle at a given time? Obviously, answers will vary wildly based on spell tier (basic, advanced, battle, etc.), skill level and such. Try to imagine, at your current skill level, your "standard" hunting routine: how many buffs could you handle without spending twenty minutes spelling up before a hunting trip?

2 forms out of combat won't even get close to dragon, nor will 3 or 4 from what I have seen.

2 forms out of combat that you can have always on and learning from with zero maintenance is BETTER than what mages can do. Mages can have one cyclic spell up at a time and that does cost some mana (although in practice it's easily maintainable). So two forms up indefinitely is twice what mages can do. Anything else requires casting maintenance time.

I've wondered about this as well.. Im sure mages can have a lot more active buffs in and out of combat and still have mana for offensive spells. In fact they probaly can have most buffs going as long as they dont interfere with each ohter like a barrier spell etc or something.
In other words they can buff everything they have ALL the time by 100th circle im sure. Would love input from mages. We can have at most a 2 to 5 going if we work hard in combat only.
And on side note I still cant get warding close to locked.. cant even get it 17/34 with sernity and badger going etc full time stays stuck around 12/34. Anyway I'll test some more latter.

Umm, not sure what ya'll are doing but Ogdaro was able to have 5 abilities up at all times when we were fighting. He had 2 forms, 2 berserks and 1 meditation.

Not sure why you always assume everyone is 150+, my guess is the last couple people stating what they can do weren't?

well he might be able to, he is 150+ right? I am almost positive Kodius said in 3.0 that PvP counts for in combat too. It also depends which abilities - they could of all been basic/intro and then he probably could too. Know what they were?

That's a silly argument, to compare them only to cyclicals. I wouldn't really consider the fact that you need to type in "PREP MPP 30/CAST" once every hour to be "maintenance time."

I'm not asking for how many spells you can have indefinitely without any typing at all (yes, the answer is only one), I'm asking how many buffs you can have active at one time before their mana cost starts to interfere with your ability to cast offensive spells. Monitoring IF and selectively using abilities is much more a part of the barbarian experience in 3.0, much like mages and mana.

I think DA brings up a good point.
IF is quite different from mana. Let me give the magic-using guild equivalent of Inner Fire.
Your mana never surpasses 33% unless you start killing things. It will reach 100% after enough killing, but it will also drain back to 33% relatively quickly (20'ish minutes or so I believe?). If you put up a buff spell, it starts to actively drain your mana below 33% both on activation and throughout the duration. If you put up several buff spells the cost of activation and continued duration will sap it down to 0% in no time. Once your mana hits 0%, all your buffs drop immediately and you are unable to buff yourself until it regains to a certain point (certain spells may require at least 15+ percent as an example).
Any debilitation spells will not only sap part of your 33% mana, but weaken your voice level. Meaning, after a debilitation spell or two the strength of any debilitation spell will be weakened. This is how roars work - they sap inner fire upon usage as well as voice levels, making them overall weaker. Two separate systems that govern them.
If you gain more ranks in Attunement/Inner Fire, it will weaken the amount of Inner Fire your abilities sap BUT it will also lower the maximum passive gain of Inner Fire. So let's say a Barbarian with 1000 Inner Fire will have his abilities drain less Inner Fire but the highest his Inner Fire will reach (without any killing) may drop to 20% instead of 33%.
In a sense, I don't think Barbarians should be AS proficient in the usage of their abilities as magic-using guilds are, but the new Inner Fire system just may be too harsh. I love the uniqueness and wouldn't actually change the way it's set up, but perhaps the numbers behind it. I get the feeling even Thieves are not hampered this much with their abilities, but I could be wrong.
TLDR: Imagine if mana was stuck at 33% and would start draining down not only upon activation of buffs but throughout the duration of those buffs. Not to mention that while more Inner Fire skill helps us drain less Inner Fire it will actually hurt us as well by lowering the cap on passive Inner Fire gain.

Going to have to second Vinjince's sentiments. I love love love the new system, but I'm a little worried for what playing a Barb is going to be like once MEDITATE FILL is no longer available. The 33% seems rather low, and with as long as some of the travel times in the game are, I'm anticipating not even being able to use my full inner fire that I gained from hunting once it has passively depleted while I ride the boat/gondola/whatever to get somewhere where there's folks to fight.

I would accept this even at the cost of having it take longer for us to fill our inner fire from killing. I also think we probably shouldn't take a 'penalty' for gaining more ranks.

The only thing I can find that refences the passive rate is forms, which reduce the speed at which it regenerates, not the level.

Okay sorry for long post in advance and not trying to come off as ranting. I have concerns from testing and want to be part of balancing things.
The problem as I see is IF gain rate is slow and decay is fast... and I'm seeing slow decay while fighting and using no abilities. Also please don't have our forms continue to burn IF while in use.. they already have a hit to our passive level. Thats like using held mana spells but only having 1/3rd your mana pool to start with. Give us a full IF passive level to start with if they are going to drain while being used and reduce our max passive level.
Currently cant even build it up then take a break while waiting your turn to spar/heal up at an empath or spend some time actualy Role playing with friends. I really dont spend all day in combat when I'm logged in. I try to spend just as much time out of it doing stuff with friends. By the time your ready to go spar or train again your IF you worked for is all gone and you never got to use it for anything. I vote for no decay at all as was mentioned. Can we at least try testing out no decay on IF for a while to see how it works?
Roars shouldn't be using both IF and voice level. How do we increase our voice pool size and drain amount? I thought debilitaion only boosts effectivness of the roar i.e. power and duration. Does our IF skill effect how much our voice pool is drained?
As far as the number of "Buffs" we can use at once it seems low compared to other magic terts of similar level. I'd like to know how many "cookies" thiefs can use at once or how many buffs rangers and paladins can keep going etc.
Berserks and meditates seem nice but I wont be able to use them and a Form before 100th circle at the least unless I don't use any abilities and just kill for 20 mins to get enough IF built up to then use a form or 2 and throw in a berserk or meditate.

I cringe stoping to even take time to skin/appraise stuff or use the hunt verb to train some perception because it slows down my IF gain. Using 2 or 3 forms I see no gain to IF. I can just keep enough to maintain the forms and throw in some roars now and then. Even if I don't roar I don't see gains. I'm 77th circle.. how bad is it for 50 and under? It's like we can still only berserk OR dance but now they only give a boost for 1 to 2 things, they just last longer and we dont get the drawbacks from a Berserk.
Hate seeing comments saying barbs shouldn't be as good at using our abilities as a mage. Why is that? Can't we train ranks and learn to master how to use our own stuff just as well as others? It just takes us more time to train supernaturals, doesn't mean we shouldn't be as good at using said abilities or they shouldnt be as strong with comparable skills.

Played around with IF a bit more.
The PvP implications aren't nearly as bad as I was worrying, since in a pinch you can still put up a barrel o' buffs, the trick of course being knowing where to balance it. Do you want to add Python, Dragon, Eagle and have your IF burn out in a few minutes, or do you want to use only Python and Eagle and save a little IF in case you need to use Flashflood and roar again?

If their IF cost would have to be tweaked upwards a bit to compensate, I think that would be fine.

As a +150 caster used to snap casting my full repertoire of buffs very quickly, I can tell you that the 3.0 world is considerably different, even for me. While spells last longer (seem to be around 39 minutes for most of my regular buffs), it takes substantially more time for me to get them all up. If I want to quickly put up buffs while still maintaining some kind of attunement to attack with, I can only put up 3-4--4 definitely stretching it in terms of attunement left. Given 5 minutes, I can probably put up all that I want. Not sure if that's useful to you or not.

This is what we had before, and everyone hated it. Nothing worse than spending an hour slowly getting your IF back after dying in an invasion....
Your inner fire only takes a few minutes to fill up to 1/3rd now when out of combat. That easily lets you fire off a few abilities at will. No mage can instantly throw up 3-4 buffs and be combat ready.

This is what we had before, and everyone hated it. Nothing worse than spending an hour slowly getting your IF back after dying in an invasion....
Your inner fire only takes a few minutes to fill up to 1/3rd now when out of combat. That easily lets you fire off a few abilities at will. No mage can instantly throw up 3-4 buffs and be combat ready.

Roars are borderline overpowered because you don't need to prepare them. The RT hardly matters because by then the damage is already done. Voice pool is a way of ensuring they remain balanced over time.

I may relax the out of combat penalty a bit now that magic is about 100 times easier to use due to the room mana bug fix... For the past 3 months I was worried I'd have to gut/nerf the snot out of the Barbarian Guild because magic was borderline unusable. Regardless, Barbarians excel in combat, not out. Standing around learning off a ton buffs without taking any action is out of the question.
