Not in the scope of 3.0 release I'm sure, but I'm hoping this can be addressed at some point, hopefully fairly soon after release :)

Basically, Thieves(or anyone, really) will STALK the Bard in order to gain all of the buff benefits of the Bard's magic. They get Rage of the Clans, Desert's Maelstrom, Naming of Tears -- All of it, just because they STALK you :(

Simple solution but not an easy implement:

Implement a PARTY verb. When someone is in your PARTY and in the room, your buffs affect them if a flag is enabled. Remove the logic around groups being the default. When you cast a beneficial spell they only affect yourself unless you CAST GROUP.

Basically you would have..

CAST (defaults to whatever your flags are set to)
CAST SELF
CAST GROUP
CAST PARTY
CAST ALL (group + party).

I think I know a fix for this, but I haven't had time to write it and test it before building it into all the spells.
