Idon's Theft says that it only provides you with a min prep version of the spell. Seems that applies to Cyclics too, and with good reason.

It's a very powerful spell as-is, I think allowing clerics to set the mana would be...bad. For clerics. Because other things would be done to compensate.
Adding nothing to the conversation since 1834.
