Which stat/skill check(s) are involved when you attempt to recognize another guild's spells (via the preparation recognition feats)?

The description of Basic Preparation Recognition is, "This feat allows for easier recognition of spells as they are being prepared." Is it ever possible to recognize another guild's spell prep without this technique?

IIRC- Arcana for seeing and arcana and stealth for hiding.

From what I heard in test:
I think at higher levels you'll notice it without the feats, so the advanced ones might be less necessary for pvp.
If they can hide it well enough without the feats you're probably dead.

I have all the feats and haven't seen one get by me yet.

Both of my characters have all of the recognition feats, and neither is attempting to hide spell preps. My Empath is able to recognize all of my Paladin's spell preps, but my Paladin isn't recognizing any of my Empath's preps.

Paladin
Scholarship: 717
Arcana: 482
Stealth: 163

Empath
Scholarship: 691
Arcana: 623
Stealth: 244

Paladin casting Courage
Isharon bows her head and chants a prayer.
You're able to decipher telltale signs of the Courage spell.

Empath casting Refresh
Sarkranis assumes a tense stance, concentrating on something.
