It is my understanding that most people find stunlocks undesirable. I believe the plan is to get rid of them. I have two concerns that I hope are being considered. 1. Will stun locks be reduced across the board, ie will melee attacks also be less likely to be able to consistently stun? 2. If stunlocks are reduced, will our learning rates be adjusted in some manner so that we can effectively learn debilitation magic?

This is better posted in magic in general, but from my understand and bits and pieces I've been told.
Combat stun isn't going to be diminished, but the new stamina system means stun-locking isn't as bad as it used to be. Although currently even a light stun will knock you silly in combat. Not sure if the last part is intentional.
Ability stunlocking will be diminished, but its not something that creatures are getting and its not a long time between the resistance wears away. I have not tested this one in Test, though there was a post by a player saying it wasn't in effect.

I have noticed myself getting stunlocked by regular combat attacks (intercessors) the closer and closer I got to dying. It was pretty annoying, so I don't know if there's anything in the works for that.

Ditto, in general. Seems that the majority of hits stun now. That is, hits that do actual damage, not the phantom hits that only take small amounts of vit.

According to a conversation with Kodius.
Any hit on an area that has pre-existing damage has an increased chance to stun, the larger the damage to the area the greater the potential for the stun. Also critical hits now take on the form of a high % chance to stun. If you have high vit and no wounds the damage done by the critical hit is minimal(like scuffings), but it may still stun you regardless.
