Is it intended that holy warrior only fires stuns off when a blow is landed? Also, any definitive word on if it is a damage reduction spell like first listed on the 3.0 spell list?

Yes.

It doesn't reduce damage. With the many changes to other spells and systems, it has been decided that Paladins aren't in need of additional damage reduction at this time. Also, since the other cyclic (Truffenyi's Rally) is defense-oriented, we wanted this one to be a little different.

I've let gryphons hit me repeatedly and never seen the stun effect fire off. I was frankly really underwhelmed by the spell given how much it destroys mana pools. The fact it only fires when your hit makes it not useful in a great number of situations, and probably will never be useful against 'boss' creatures since I presume they will generally have suitable defenses that most paladins arnt going to overcome with magic.
The other effect of HOW (blessed weapons) just seems redundant in a guild that gets blessed brawling attacks with high soul state and a holy weapon (although holy weapon leaves a lot to be desired in terms of being usable, no doubt).
Hoping on a whole the spell gets a either made more effective or gets remade, I cannot in good faith seeing spending any spell slots in getting this in 3.0 or wasting the sizeable mana in keeping this up.

The mana cost is rather insane for the stun short stun (had it go off once yesterday). I'm not sure but I think 'light' blows despite dealing vitality damage arnt enough to cause the spell to fire.
Just seems to constrained of a effect for a cyclical spell is all. I.e IF you attack me and IF you damage me then MAYBE my spell that is CONSTANTLY draining my harness will stun you.
The bless effect is nifty. I feel if the stunning was stronger or occurred with a smaller threshold, that be good. Alternatively if the spell had some other small and desirable effect, that be nice to.
I.E Maybe while active, the penalty from vitality and wounds to your defense/offense is reduced.

As for it draining your harness or attunement... I'd suggest investing in cambrinth items. I kick myself now for not buying a 150 from the fest.. oh wait I never had that much plat anyways. Ha!

Not under hunting, everything locks up pretty easily. Most I was getting hit for were for light blows though, so unsure if the trigger rate is effected directly by the damage you receive.
Reactive stunning seems interesting I suppose, just not what I was hoping for.
With this in place, I really hope though that Holy Weapons get reviewed. They are a pain in the ass to maintain and basically require you pay Simu 20 or so bucks to get into a quest to get a personal idol (....). The whole charges thing just seems meh, and a good amount of the benefits for having one is that its blessed (which we can now do on demand basically) and the extra potency. With half the draw now available in a far easier to maintain spell, I think Holy Weapons need to be redone from the ground up.
