Ha, seems a lot of people have something to say about this.
Interesting read. I guess I'd just never thought of stealing as "unwarranted PVP conflict" as much as I'd thought of it as a... minor inconvenience for the victim. If I squint my eyes, I can kind of almost see that point of view, I suppose. Though, i am still not a fan.

No, my comment was made because I find it silly that choosing to engage in a relatively minor act (stealing) forces you to be open to all manners of combat from anyone for any reason for 48 hours afterwards. But it seems that not everyone agrees with me that it is a relatively minor act. I was just curious as to why this change came about. Seems I have my answer now.
