Ranik's map shows that there should be a gate just east of the center of town to get out to gargoyles and bobcats but there is a stack of pallets and no gate? Is the gate open based on time?

In nearly all cases they should not interact with the spawn. There are some kind of ... uh, special, old hunting areas that might be set up in a weird way but in general avengers shouldn't mess with spawn. I have never personally seen any hunting area set up that way, but I don't put much past the GMs of late nineties. Also, for what it's worth, if the avengers were to mess with a hunting area's spawn in all likelihood other summon types would as well.
So that's my overly verbose, overly technical way of saying: yes, that's accurate.*
