I agree. I feel, if all things were equal with bone/cloth/leather, that it would be an ideal light armor choice for Ranger's and Barb's (Armor secondary), and the goto for Paladin's that wanted to use it. It needs a lot of QoL work before it gets there though.

Wings exist and are not an armor template. They are worn items. Various grades exist.

There are multiple skull helmets, or you could have your altered to be a wyvern.

Uzmam! The Chairman will NOT be pleased to know you're trying to build outside of approved zones. I'd hate for you to be charged the taxes needed to have this place re-zoned. Head for the manor if you're feeling creative.

You're completely correct. It's been so long since I looked at the categories for undead/evil/etc. that I was misunderstanding them. Sorry about that.

Well you're the enchanting expert not me, but, i'll just take the influence of stories, lores, fables, modern assumptions, and varying religions in game and out, that the bones of a magical creature tend to have magical properties, and following the standard logic of video games, that the bones of a top tier magical creature would be ExCePtIoNaLlY more potent than the bones of say, a war mammoth, for magical purposes, like enchanting.

But if you are privvy to some behind the scene things about it that i don't know, more power to you.

This is not explicitly how it works in DR.

Critter difficulty and material quality aren't explicitly tied together, either. For example, lava drakes and barghests have rather similar bones. If anything, material quality is tied to critter rarity.

Just a general understanding of how material distribution has worked so far. I think there is an explicit/intentional decoupling of harder critter = better materials.
