From what I understand, I can shift my mech lore into a crafting skill. And I can divvy up the points among multiple lore skills.
Can I dump ALL my mech lore into crafting skill X, then train mech lore again, and shift the newly acquired mech levels into skill Y?

Yes. You just can't convert mech ranks to the same skill more than once.
Note: F2P can't convert mech ranks at all.
