Well the appraisal ranges are there and there's armorsmithing books for sale, but Fereldrin still doesn't seem to want to talk about armorsmithing.

Quick minor bug report:
The message when reinforcing was enough to get me started, and the messages as I worked were enough to get me through the task, but the message seems to generally be off. This may only be because I've only done this with a shield so far, and the process is different with other armors.
When reinforcing, you get this message:
You begin to study the instructions and slowly understand how metal armor reinforcing works. You must first disassemble portions of the armor by PULLing it with pliers. Then, it must be placed on an anvil and POUNDED while holding a hammer and tongs to adjust the piece for accepting additional protective leather strips. You may have to PUSH a bellows or PUSH fuel with a shovel to keep the fire hot during this process. At the end you will have to POUR some metalworking oil to protect the metal. Reinforcement results in a protection increase, at the expense of weight and a small amount of hindrance.
You scan the reinforcing instructions with a glance and completely understand all facets of the design.
You now feel ready to begin the crafting process.
Roundtime: 7 sec.
However, it seems you actually have to grind after the first pound, and it's not really a very long process
Also:
R> push grind with my targe
You use the spinning stone wheel to grind away a section of your targe. Then, you run it back along the grindstone to smooth and round off the new edges.
The armor is ready for grinding away of the excess metal.
Roundtime: 12 sec.
R> push grind with my targe
You grab a disassembled section of your targe and work it repeatedly over the fast-spinning wheel. After a time the metal wears away, and you dust it off before moving onto the next.
You think adjusting the armor at a grindstone would let you reinforce it further.
Roundtime: 29 sec.
Kinda silly to go from many grindings to another grinding and have the message change. (The "The armor is ready for grinding away of the excess metal" appeared at every step of grinding.)

Are all old armors/shields being converted to the new apps? My shield still has 'low to tremendous' protection. Not that I'm complaining but tremendous isn't on the new list of protection values so I was curious.

At the current time, worn armors are on the new scale while shields retain the old and separate shield scale.

The behind-the-scenes ranges for each metric are of different sizes. In the old system they just made some of the values cover twice as many points in one of the ranges. Very confusing. So, I just added more levels so each chart is representative of the whole range without stretching anything.
