Can the shh'oi'ata (S'kra greataxe) be added to the list of usable axes for use in lumberjacking?

There seem to be four messages for watch forest.
1)You scan the area and determine that it is not suitable for lumberjacking.
2)You feel certain this area contains no trees to lumberjack.
3)You see evidence of mature trees and are certain no trees are available for harvesting.
4)You see evidence of mature trees and are certain a good number remains to be found.
(full on message making it clear you can lumberjack here)
I am trying to update the ranik maps with the lumberjacking rooms, but the above messages are not crystal clear to me.
does 1 mean for sure that is a no lumberjack room
and 2 and 3 both mean yes, you can lumberjack here but there is no tree ready for you to chop up right now.
and 4 is clear.
