Scholarship yeilds the abiltiy to scribe scrolls.
Lower tier spells at lower ability etc...
You have to know the spell to scribe it and materials would of course need to be rare/expensive/quests, perhaps other craftsmen would make those materials for you using other lore based skills.
The experience of the scriber would relate to the ease of use.

I don't see a good reason for that, since the DR scroll system is different than most games; reading (using) it destroys it, but you can keep casting it till you drop too low, or die, or such. Self limiting there.
