I don't know. I deal with people in Dubai pretty regularly, and this seems right up their alley.
I mean, it's the home of this:

(yeah, that's an indoor ski resort. In the desert.)

(man-made resort islands that as a whole make a map of the world)
Compared to that, sky-dining is fairly tame.

The Japanese have this indoor beach...on the waterfront. I could see using it if you didn't want to spend an hour driving to a bunch of sand and saltwater, but to drive that far just to go into a large building full of the same stuff? That's just crazy.

My folks went on vacation to Hilton Head, and spent more time that week at the hotel pool near the beach than on the beach - the wind that week kept blowing sand into their face when they were at the beach.
So I can see a controlled-environment beach being somewhat attractive (even more so if there were jellyfish, a strong undertow, or other hazards at the nearby natural beach). Though I'd still not have figured it to be *right by* the beach itself.

Late, but I couldn't help but notice, it said you could keep the same 22 people at the table in the sky for up to 8 consecutive hours... talk about needing a potty break.
Also, Gulph, I believe the person who designed those islands is planning on doing a lot more of them off the shore of the Ireland - if they aren't already in progress.
