IIRC, it shifts depending on the time of year or what things are going on in DR. If there's a big release/festival/quest/etc, it's very active. If there isn't, it's a lot less active since people are just browsing casually.

Why not pay a fixed rate on the fee? Is it specific to where the site is located? Most hosts support wiki products now, and you can get it moving for set fees.
