I heard about maybe half a dozen that were force shifted.

Force shifts started happening before shift was released, so yes some people were stuck as another gender or with bulging eyes or whatever for awhile.

There were no GMPCs doing shifts to my knowledge but there were Empaths able to do it when the system came out.
