I know the gem shop in Shard will sell tied pouches to non-Traders. Is there any way we can have this option for the gem shop in Aesry? Or Ratha and Hib for that matter? I know pouches will hold up to 500 gems now, but eh, I'd kind of like to have the option to sell my pouches when I want and not have to travel to Crossing every time.

I believe the M'riss shop accepts tied pouches from non-Traders. Not sure if that helps you; it would also be nice to have a financeable shop (which are the shops that allow non-Traders to sell tied pouches) on Aesry, and perhaps in either Hib or Boar Clan. After all, Zoluren has 1, Therengia has 2, Ilithi has 2, Qi has 1, and Forf has 0. Though technically, this would actually be a Trader suggestion.
