Is there a reason that all the guards now LOOK the same?
It's kind of sad.

With new justice some of the snazzier guard looks were replaced by a more generic (read: boring) look.
New Leth Warden:
The Warden is the typical specimen of a guard, gazing around the area alertly and dressed in polished but slightly dinged armor. The backbone of the city's justice system, the Warden is probably overworked and underpaid.
Old Leth Warden:
An Elven Warden is a beautiful Elven woman with long blond hair that has been braided and wrapped into coils on top of her head. Her uniform is composed entirely of doeskin that clings to her body like a glove, dyed in overlapping shades of gray, brown, and green. An elegant Elven curved sword hangs on her right hip, and a short bow of ash with a fine silver grain is slung over her shoulder. Approximately middle-aged by Elven standards, she moves with the unspoken grace of all her kind, and appears to be in excellent shape.
Not convinced this change was an improvement.
Kaxis
A raven flies into the area.
The raven swoops down in front of you and with its hoarse ominous voice, utters a large croaking "Kraak".
The raven lands at your feet, taps your footwear with its beak and engages you with its black, intelligent eyes. You feel certain that it is warning you about something or someone.
A raven flies northeast.
You ponder.

The Muspar'i, Leth, Crossing, and Mer'Kresh guards (the ones I've checked so far) all have the "The Xxxxxx is the typical specimen of a guard, gazing around the area alertly and dressed in polished but slightly dinged armor. The backbone of the city's justice system, the Warden is probably overworked and underpaid." as their LOOK description.
I know some of them had different ones before, and was wondering why that was changed.

Done.
I didn't think it was necessarily a bug, as much as a design decision I don't agree with.

Yeah, there were also location-specific trials (a Paladin tribunal in Theren, an Elven council in Leth, etc.) that unfortunately got removed in favor of the same generic trial everywhere in Justice 2.0 as well.

Well I investigated this -- it looks like all the changes I made are still in place (And the Crossing Guards I looked at didn't seem to be suffering from it) however the locations you named, aside from Crossing, were not part of my changes and if they use to have custom guards I do not know what happened to them, as they were unaccounted for when I did my updates.
Try contacting the specific area owners if the guards in a certain area seem to be overly bland -- they may know more than I do about it (since this isn't really my area, but a minor project I did before I had an area...)
