Alright, so I went back through my logs and looked at the actual numbers, just incase I was wrong, and apparently I was a little off.
First time I rolled:
Strength : 4 Reflex : 12
Agility : 12 Charisma : 9
Discipline : 9 Wisdom : 10
Intelligence : 14 Stamina : 6
The Cleric GL charged me 45 TDPS and I ended up with
Strength : 6 Reflex : 12
Agility : 12 Charisma : 9
Discipline : 9 Wisdom : 10
Intelligence : 14 Stamina : 7
So I gained 2 strength and 1 stamina which would of cost me 53 tdps, which means I had a net gain of 8 free tdps due to the guild leader charging me less. Oddly enough training the same thing as a human would of cost me 45 tdps.
The second time my stats were this:
Strength : 3 Reflex : 14
Agility : 12 Charisma : 10
Discipline : 10 Wisdom : 8
Intelligence : 14 Stamina : 7
I trained, it cost me 36 TDPs and my stats ended up as
Strength : 6 Reflex : 14
Agility : 12 Charisma : 10
Discipline : 10 Wisdom : 8
Intelligence : 14 Stamina : 7
which normally would of cost me 51 tdps to obtain, so I received a free 15 tdps.
This leads me to believe that the Cleric GL charges you how much it would cost to train if you had 0 modifier for those stats. So if you have it train your +1/+2/+3 stats then yeah your getting free tdps, but the number of tdps you get is rather small. So I really do feel that this is a minor bug amongst other bugs, because its 15 Tdps in what is probably the worst case scenario, not to mention forcing your stats that low ends up being a net loss compared to rolling better and other TDP training methods.

Makes me recall a book I read recently, where one of the characters in the book had a T-shirt that said "Easter is canceled, they found the body." I chuckled for a couple hours after that one.

Yeah but there is no gain to that. It gives you an early bonus to your stats, but you don't get free tdps and infact if you train a stat that is -1/-2 you lose tdps, though if you train + stats you gain a few tdps, but I'd imaging that you still end up with less TDPs then someone who waits and gets 100+circle tdps at 10th.

At the time it was a benefit to have the better stats for learning, even if it meant going negative on tdps. The benefit was mostly learning skill to circle past the tdp deficit faster than not having the extra tdps up front.

When I started my barbarian, I used max minus 1 stats(12 str, 10 Agi, 10 Ref, 10 Disci, 12 Cha, 7 Int, 8 Wis, 10 Sta), I circled from 1st to 9th in about 12 - 16 hours, something like that and never trained a single stat. So the lack of mentals didn't hurt my circling progress, and I was pickig up 100+circle tdps at 10th. So while the extras stats give the illusion of faster circling, your paying now for an insignificant boost to learning in exchange for a permanent loss of 300-700 tdps.
