I have been told that Earthquake should not teach debilitation outside of combat. Currently I can use Earthquake outside of combat and learn Inner Fire and Debilitation.
I imagine it works this way currently, because all berserks function similarly: experience is rewarded solely upon launching the berserk. This statement is independent of the current paradigm of what is considered right/wrong.
