I tested with cube/berserker paint, using scream

duration of effect seems to be between 40-45 seconds. (even if you get a reduced affect w/less inspired message)

downtime to get full affect appears to be real close to 5 minutes.
-4 min. 30 sec. (less inspired)
-4 min. 45 sec. (less inspired)
-5 min (full affect)

*Note: This is 5 minutes from your actual scream, NOT 5 minutes from the end of the affect. (so you could really think of it as the downtime is 4 min. and 15 seconds.

=So I assume, the less inspired affect gives less of an intimidation bonus (for scream) but the affect lasts the same length.
