Evoke is supposed to teach quite well, but on an hour long timer, right? I just did my first evoke in months, and I didn't gain any mindstates of BL. It was the one involving the merchant having his eyes burned out.

Nope, it teaches, but it's not supposed to be a good trainer.

Err, yes it is. It's not supposed to be the primary learning method, because of the 1 hour timer, but it's supposed to provide a large chunk of experience when you use it. See:

I feel like I asked something about EVOKEs not teaching well before when I tried to train using them, but Raesh said that most were too far under my current skill in Bardic Lore to successfully train. Thus, I'd imagine you'll have even more of an issue finding EVOKEs that train that I will. ;)
That being said, I'd find it strange that an evoke in such a high-level hunting area isn't set to train at higher ranks. Have you tried the one at the explosion site nearby?

That was my thinking, especially since it's one of the most recent ones.

Yes. It gave me negative 32 mind states. (Turns out the spirit damage can be fatal.)

It's possible you're too high for it. That one isn't actually in the hunting area, so I don't think it's set too extremely hard. Given the huge amount of bardic lore many people have - it's not unreasonable you may have outgrown the evokes there (Though there's one I'm almost certain will teach anyone in the game in that hunting area... it's just not your typical evoke).
