My Bard has 174 Warding, and just managed to cast NAME. However, this is how it PERCs;
The air around you reverberates with a supreme manifestation of the Naming of Tears spell, which should last for about eight roisaen.
Is the 'supreme' part a description of how strong the buff is?

Yes, Tranquility and POP work the same way.
You sense a supreme Tranquility upon you, which should last for about eighteen roisaen.
You sense a deep-seated Tranquility upon you, which should last for about twelve roisaen.
You sense a moderate Tranquility upon you, which should last for about thirteen roisaen.
You sense a mild Tranquility upon you, which should last for about seven roisaen.
You sense a superficial Tranquility upon you, which should last for about two roisaen
Never attribute to malice that which is adequately explained by stupidity.

It's actually not really a sign of the potency of the spell so much as flavor text in the case of Bard spells. Naming of the Tears and Redeemer's Pride are the only two spells that I'm aware of that perceive in such a manner, but even when capped you'll never see anything above a supreme manifestation.
>>You feel a supreme manifestation of Redeemer's Pride upon you, which should last for about forty roisaen.
Personally, I assume it's nothing more than a tribute to the greatness of the Supreme family lineage.
Life is short, and so am I.

It could just be a bug with those two spells and they're supposed to have tiered messaging instead of always showing the top tier. Maybe something to do with the pulse to group mechanic that they have.
