Yeah, it's useless as things stand. Basically it got ported over from 2.0 without being adjusted for the new combat paradigm, which resulted in its current form. I wouldn't expect the current version to get any attention, though, since Raesh intends to completely rewrite Bard abilities, including screams.

Which is, in itself, totally useless at this point. It's not a current requirement and it'll be grandfathered (so I'm told) once it's actually required for leveling.
That being said, I still train it. With Scream Defiance and Whistle Piercing. Plus Scream Havoc if I happen to be in combat.

Bardic Lore is crawling up the list. It's likely to be a major focus once the current wave of magic fixes (Which is going to involve a lot of work on bard spells) is pushed out.
