Not sure which revision you're referencing, but I think GMs aren't happy with the current exp model for cyclics, mainly because they're not the biggest fans of passive EXP generation as a whole.

I don't think it's exp this time. Exp is pretty bad now.
I think he is likely referring to Raesh's comments that cyclics aren't "Good" anymore. Because the more you have the less valuable they become, since you can only have one. It was a pretty old post so I'm paraphrasing but was the general gist.
But no, I seriously doubt cyclics are getting an overhaul. I imagine they will just stop releasing cyclics for bards.

Isn't TM and Debilitation cyclics still being discussed? Not just for passive exp purposes but DPS issues.
