As as an actual oratorio singer, I'd point out even an untrained stooge has a vocal range, and only the most inept instructor could fail to peg it after five minutes of scales. In fact, it is literally the first thing that a vocal coach will ascertain about a student.
It is certainly true a good ear can quickly pick out the difference between a classically trained voice and one that is not -- though I'd argue that pop culture strongly implies the average American cannot. But a bad tenor is still identifiably a tenor, and it's a bit silly to model it otherwise.

PS: In case it wasn't already clarified earlier, YES, the plan IS to allow bards to have EXPANDED vocal ranges - not just "I wanna be an alto instead of a soprano", but rather, you-the-soprano can ALSO sing mezzo-soprano with x skill (and alto with y skill, etc.).
