I was to the understanding that Will of Winter swapped out the damage of TM spells for cold, but Epedia says, "Changes Bard damage spells to include cold." The wording there made me wonder; does it add cold damage to the existing spell, thereby increasing the amount of damage those spells do?

Other than the discipline and TM buff, it just changes the damage pairing to a different pairing. Read the blurb at the bottom of the page or the individual spell pages for the affected spells for the specifics. This could indirectly increase (or decrease) damage depending on creature resistances, but it doesn't do it as a matter of course.

I think his question was 'does this add cold in addition to the existing damage, thereby doing more gross damage', which I think is also a no.
It just swaps out the fire damage for cold damage, doesn't it?
