So, just to be sure I've got it, the penalty to skill on TM only effects the mana one can put in the spell, not any other effect? So my TM penalized cleric putting, say, 10 mana into a spell, will have the same to-hit and damage values as a TM bonused cleric putting 10 mana into the same spell, we will just have different caps?

Correct. The same for Debilitation too: both alignment mods only affect your ability to stuff mana into the pattern.

I was under the impression that mana in TM didn't help with accuracy, only with damage. I.e., if a fully targeted 50 mana cast just barely can hit a critter, a 10 mana fully targeted cast won't be an automatic miss.

The question was specific; the only variable I changed was mana, to verify that the caps were the only thing effected.
Basically it was checking to see if the skill penalty was giving an overall penalty to the skill vs. a penalty to the mana caps. An overall penalty to the skill would have resulted in 15% less effective TM, which would have resulted in lower damage and accuracy at the same mana level. That is, with the penalty in effect, I was wondering if my cleric with 100 TM was actually running around firing off strange arrow at 85 effective TM.
But he's not, according to Armifer. He just has a lower cap on the top end of mana he can stuff in the spell.
