Is there a penalty imposed for public shifting and if yes, what? Thanks.

It depends which bit of public, and who sees you. If you do it in the Crossing Empath guild you'll get kicked out for a while. Doing it in well-traveled areas where lots of people can see you could lead to interesting RP consequences. But no, other than in the Empath guild, there is no mechanic in place for punishing people who shift in public.

Correction: There are no automated mechanics for punishment.
There have been situations where repeat offenders have been banned from certain guildhalls and prevented from circling. It doesn't happen often, but if the Guild (from an RP side) feels it necessary, I've got no doubt the Khalo can do something about it.
