Tactics is a combat skill, so you must use it in combat against a sufficiently challenging opponent.
As an Empath, you can train tactics in the following ways:
1. Use the tactical brawling maneuvers: bob, circle, grapple, shove, tackle, weave
Since these moves do not cause damage, you can use them against any opponent without experiencing empathic shock.
2. Analyze and execute combos against constructs (or the undead while the Absolution spell is in effect): you can check whether a creature counts as a construct or undead by perceiving it.
3. Listen to a class.
