I am just starting to see people one room away from me on a more regular basis.
I am noticing that if I am in one room and sense people, then go to a neighboring room and perceive health again, If I see the people from the room I was just in, I don't seem to learn anything.
Is this just me or is this how it works?

that's how it works, the people you perceive have timers associated with them, you only learn from new people or after the timer expires. A typical method is to go perceive shop keepers and hopefully pick up passerbys

As long as there is someone or something in the room you are perceiving in, you get the same experience, whether you had just perceived them or not. One person, 20 people, hidden people, 10 npcs, people bleeding or poisoned, it's all the same as having one person in your group and going around perceiving health. There is a timer on the room you actually perceive in.

There is also a room component. If you have a guardian spirit you can have it follow you from room to room and perceive health in each room after the short timer (10 seconds, I think). Or you can have a friend join you and perc health in each room as you move. In either case you learn from your companion fresh in each room.

I was just confused because if I perceive health in one room and only see the people in that room, I learn. Then if I go west one room, and perceive health, this time seeing the people in my room and the people in the room east of me, I won't learn even though the room I'm in has new people and is a new room that I didn't just see.

Just because you didn't move up a mindstate, does not mean you didn't learn. If it is indeed a new room (the timer has expired since the last time you perc'ed there) and there is something (anything) to perceive in that room, you will learn. I can mindlock in a tiny area with someone in my group, sensing the exact same people in adjacent rooms with mid 500's in empathy.

This is not the case unless you recently perceived in the other room. The timer is on the room, not the people/npcs you perceive.

I have to agree with what Purehand said here. If you are on a postwall rank, you probably won't be seeing a huge increase every time you perceive health. However, when I'm approaching a wall, I regularly do.
Also, nothing I have ever experienced leads me to believe that the number of people/creatures you are perceiving has anything to do with the amount of experience you gain when perceiving health. I learn just as well walking around the garden perceiving the same people around as I do highly populated areas like the guildhall or the green.

Very strange, they do when I perceive health. I'm not sure if actually determining whether someone is an empath takes more ability to begin with or not. Generally speaking, when my ability to sense further rooms out expands I see the empaths first, that would seem backward to what you are describing.

They are Empaths and most of them are setup with the override.
Howeverm they will not be sensed at the same amount of skill as PC Empaths due to current limitations in the code. We're looking at changing that, but it's fairly low priority at the moment.

I tried that as well. Where in the cottage is she? I didn't see her in the room descriptions, but tried a few times in each room and she didn't show up.

Fellow Empaths are all you see when you actually start seeing anything. Currently, I can't see anybody but Empaths. I'm told around 80 ranks you start seeing non-empaths some of the time, but I only have 31 ranks, so not going to be seeing them for a while.

Mirinn has never left the guild. She's retired as the position of Khalo rae Moda but that's not remotely retiring from the guild.

She sleeps at night, so if you're looking for her after dark, that's why you aren't finding her.

the togs in the healerie aren't technically "behind the scenes" nor is anyone else. The togs are able to hide, but you can't search for them in the healerie, so it relies on your passive ability to sense them... which is to say... broke?

I don't believe this is entirely accurate. If they were truly hidden, they wouldn't show this:
The presence of a Gor'Tog Attendant.
It would show typical messaging for a hidden person.
In addition, you can 'look' at the attendant even though it does not display in the room description. This would lead me to believe that they are not technically hidden, but more 'behind the scenes' as Ythik said.
