The only concrete thing I can give you is I don't see it with 450 lore average, 50 charisma, CJ's and links. My appraisal is only 330 though, so not sure how that is effecting things. Others have told me that having over 400 appraisal makes it a lot easier to attain, but I don't believe that is a requirement. I think someone in red stated that the year shift had been made slightly harder with shift 2.0 (like 10% harder, although I might be making that up).
