Do Empaths need to be logged in for shock to wear off? I took a fellow Empaths shock and it's been about a week and I still get the message I have shock when I cast stuff. I havent been logged in much.

Shock only goes down while online. You can also do the shock quest, though that takes a few hours to finish (there's a cool down on how often you can do parts of it.)

Yeah, this is just to prevent people from creating stables of shock mules.

It only drains online, but it's not considered abuse to wait it out in a quiet place while AFK, so long as you don't accrue any other benefits while doing so.

Does shock drain use the necro SO/DO drain rules, where instead of draining "12 shock points" a day at 1 point an hour, you drain "4 shock points an hour" without being able to drain more than 12 day?

It does in the sense that you can only drain so much in a day because there are only so many hours in a day. I think the way SO/DO is set up, they just went "how much can you drain in 24 hours" and had you drain all that after 3-4 hours (or whatever).
