I've only played around with it for a few minutes but so far I like it a lot. I can see it being incredibly useful!

It sounds cool to me because disablers that contest actual skills would allow me to use them regardless of how I train my stats...

It takes a bit of mana to get to the point where you get messaging that the target MAY topple. For example, on a Rock Troll I found that point to be about 35, but that's just me.
Even at max mana the spell isn't a 100% guarantee that you will topple the target. Remember the word MAY in the description.
Nice short-time disabler though.

So liking the spell, although a sad empath that I let my TM get so far behind my other combat skills...going to have to drop down a couple critter levels to catch it up now. boo!
But, I keep giggling over this line:

I keep imagining some bunny hopping by, trying to stay out of the way, and getting hit with the rogue cast. Then it's just laying there, back leg twitching a little...

I had always heard Gms say that Empaths are not supposed to be anti-undead or anti-necro. That seems like Cleric stuff.

Empaths specialize in abilities that deal with the ability to detect and handle life. Un-life is actually the opposite of their focus, not an extension of their focus.

This almost seems bug-like, but not really. If you perceive while preparing Paralysis, you get the following:
You are preparing the Paralysis spell at ten mana which feels distinctly offensive or damaging.
Roundtime: 3 sec.
While not strictly incorrect, I wonder if perhaps that statement should be stuck only on Shock-inducing spells rather than all "offensive" ones since the two are now distinguishable.

Is this level of balance hit appropriate for when the target "looks like it just might fall over"? It seems pretty small to me...I had just engaged this creature, so it would've been solidly balanced to start. There was no difference between the balance hit of a 12 mana barely targeted cast and a 35 mana fully targeted cast.

Isn't that how it already is? The original announcement said:

In any case, the experience situation with the spell seems pretty reasonable to me. It's not that big of a deal to cycle through creatures with it after a couple of casts. Maybe it could stand a little tweaking to extend the "worthwhile to cast at that creature again" range slightly, but it's certainly not horribly off the mark right now. Being able to gain as much experience as you want against a single creature with failure-to-inflict-damage BOLT is not likely to remain the case forever, so that isn't necessarily a good comparison to make.

I wouldn't expect BOLT spam to stay the way it is. We will want with M3.0 the best way of learning TM to be to kill stuff with it and do good damage, not to land a bazillion grazing hits. Also goal is to make TM not horribly suck at low ranks.
Non-damaging TM will be a reasonable way to get some TM but it will be even better when used in conjunction with TM that kills things.

I realize this thread has been dead awhile, but if you want to lock TM I do have a solution for those with the ability. Get out your avenger, cast paralyze on everything, let the avenger kill it, and just keep casting on each new critter that enters the room. I have managed to mind lock my TM doing this in a swarmy area. Granted it did take awhile, but with dedication the possibility is there.

If you're really committed to training TM as an empath I recommend just using the shotgun method with bolt on Boggles. It won't take terribly long to cap them out and then you can use para on beisswurms and maybe a few ranks in rock trolls till you can shotgun gargoyles. I recall reading that they're going to remove the ability to do this with bolt, though I can't remember where, so sooner rather than later might be a good idea.

They're going to change it from shotgunning and learning well off glancing hits to something that makes more sense. It's not like TM is going to become untrainable.
