Not sure if its a bug or not, but I attempted to make a gwethsmasher with only Seer's sense. The Elanthipedia site says you need either Seer's sense or Thoughtcast. When I tried and did everything right with only Seer's sense known it didn't let me make it.

As a comparison I completed a smasher yesterday with only ~174 mech lore without issue.
The messaging seemed like either it wasn't recognizing knowledge of seer's sense or the enchantment is looking for knowledge of both thoughtcast and seer's sense spells.

That seems odd to me. I was able to create smashers in the not too distant past with a fair bit less than that. I haven't created one in the last several months, however, so I can't say for sure it's working for me now.

IIRC, the messaging for hitting the timer is different than that and makes it reasonably clear you need to wait some time before you'll be able to do it. Something about your energy being depleted and needing to wait, or something similar to that at any rate.

No, the smasher I made the day after the last round of changes was with only 691 arcana, no ART. (and I think that's considerably more arcana than required)
Something else is up. Maybe you're trapped in a loop because of the seer's sense bug.

At that level of Arcana failing shouldn't be possible - but that's the failed arcana check message.
In that last example I think you're missing a step - though the FOCUS message is not displaying a line that could be helpful due to a bug I'm about to fix.

Looks like you're just hitting the timer. That's the message you get when you hit it. If you haven't created a gwethsmasher or astral guide in the last 15 days then there's something going on like you triggered the timer with your failure due to the bug with Seer's Sense or something (just speculation there as to what triggered the timer, I don't actually know). If you have created either a smasher or guide within the last 15 days, then you just have to wait out the timer.

With a few crude tricks you picked up using Seer's Sense, you focus on a mental image of the light's previous form, so vivid and detailed that you can feel its weight pressing against the palm of your hand. With a supreme act of will you impose this image upon the light, forcing the wild energy to reintegrate into an emerald pin.
The effort required to reconstruct the pin from raw energy was incredibly taxing. You do not believe you will be able to do that again for many days.
