120 Ranks Arcana skill
120 Ranks Power Perception skill
80 Ranks Astrology skill
70 Ranks Perception skill
70 Ranks Mechanical Lore skill
180ish skinning or a helper who can skin

Yes and no. You can certainly get more exp from enchanting certain things but all the material costs can add up. And dont just observe. Predict after each successful observation and then do a PREDICT ANALYZE. I lock mine pretty quickly that way. Doesnt hurt to toss in the occasional PREDICT WEATHER either.

Yes. However just because you can train astrology via scribing doesn't make it the most efficient way. Even when you can enchant IMO predictions are the best way to learn astro.
