So when I perceive the mana for TS spells I get..
You reach out with your senses and see flickering streams of cold, white Lunar mana available to serve as the foundation for Teleological Sorcery.

Flickering is... well I havent seen flickering in ages. Is it looking at room based mana as well? Or is it tied to Sorcery ranks? Or is TS mana just that bad?

As the messaging indicates, you only see the "foundation" of Teleologic mana -- the Lunar input. You do not get to see what room mana factors into it (and couldn't anyway, since this varies by spell).

Flickering is 8/21.
What you're seeing is only half the potential mana available to your spell (Roughly. As Armifer noted, it's complex and variable.) Flickering is about where I'd expect to see it, if not lower.
