I'm not sure if this is a known bug or not but thought I'd randomly ask a different guild leader about circling and apparently I can both get circle requirements and circle from a different guild leader. In the example below it was Agonar. And to answer the obvious, yes, the character is a Necromancer.

Agonar says, "Well done, XXXXX, I am quite impressed! You are now prepared for the next rank, though at times I wondered if you had what it takes to get this far."

"Do not get soft now, for you are barely along the path to your true potential. But if you work, sweat and bleed, your enemies shall face an entire army in the rage of a single man!"

"We shall make a good Barbarian of you yet, or kill you trying eh?" Agonar laughs heartily.

That's an amazing bug.
