so at least the one Necro shop hasn't been reset and I am unable to buy anything new from the mannequins.. (to be as vague as possible.. and yet get this fixed. lol)
A bug report would be more appropriate for something like this to avoid the vagueness issue. However, I checked the settings for the mannequins in the shop closest to the festival grounds, and they are working as intended. If you mean something else, please BUG it so that you can give more precise information.

Is it supposed to only be one 'ever' or one per time the fest comes around? because if it is one per fest.. it was broken earlier and I haven't checked again yet.

Yep, that's the shop I was referring to. It's the closest to the fest of any of the ones not AT the fest. It's not only one purchase ever, but everything I see indicates that it's set correctly and shouldn't be blocking you. I suggest trying again. If you have the same issue, please BUG it and I'll dig deeper.
