What in the world are you talking about? The following spells can be learned below 10th:

Obfuscation
Petrifying Visions
Eyes of the Blind
Acid Splash
Heighten Pain
Ivory Mask
Kura-Silma
Butcher's Eye
Philosopher's Preservation
Quicken the Earth

That's 10 spells, some of which are more than 1 slot.

In fact these 10 are simply the ones that have min casting caps of 0-10. There are more you can select that have higher min casting caps that you can learn, they just warn you you may not be able to cast because your magic skills aren't high enough

Having a transcendental buff up has never granted consent. If someone notices you having the buffs up they might try to engage you in some RP and that can go in lots of directions.

Walking into a town with transcendental buffs up will still lead to a bad time.
