If I'm not mistaken that message comes up when you're inside a different justice system then the major cities, Clan Justice, for instance.
yes. that message comes up in places such as tiger clan, wolf clan, etc. oddly enough though, places like arthe dale are under regular justice. which was rather diappointed, but ehhh... guess i won't be eating any halflings for dinner.

its not having to do with accuse. its more a tool of seeing where its safe to cast one's spells.
other guilds pretty much can magically buff anywhere and then go hunting, we pretty much have to buff on the spot.
