Anything that causes a charisma penalty will lower your smite pool max, however it doesn't drift down until you actually use it. You'll notice the opposite effect if you charge to 100%, and train charisma, shortly after you'll get the recovery message.
Did you release and thus take a charisma stat penalty? You'd still have your normal amount of smite pool over a lower total smite pool so it would go over 100%.
