I only see this with a worn weapon. Cast on my military fork, then the fork is worn, and the spell wears off soon thereafter;

Yeah..i get that message when I throw a hammer with RUE on it. Honestly if Raesh changes this to be a self cast spell that simply affects held weapon then I think some of the 'quirky' behavior of the spell will go away. I've noticed that swapping weapons between hands seems to sometimes cause the messaging, even though the spell is still in effect. Its strange.
