This has probably been asked before, but what does moon skin actually do? Does it give strength/stamina boosts, agility, etc?
Or is it just a cosmetic change with no effects other than the shape shift?

Improved BITE and CLAW, WHISTLE impairment, HOWL changes, and the growth(and regression) of a TAIL complete with kitty verbs.
Also, it's no longer a guaranteed death sentence so those of you who like a race with Discipline Stamina and Reflex bonuses(built for 3.0 basically) and hate mandatory 4 deaths per month, roll a Rakash and ?profit?.

I don't think CLAW or BITE has any mechanical improvement. BITE can be done w/o GRAPPLE though.

Its gotta be so small I can't notice it, definately not noticable to me in CLAW. BITE I can see a little just cause I do not have to be grappled, but it certainly nothing to call home about.

Bite was listed at one point by a GM as an extremely potent boost for Rakash, partially because it was only sometimes available.

Bite definitely receives a stout bonus. I don't believe that moonskin does anything for claw however. Seems to me that when this has come up in the past, the thought was any claws that grew in with the moonskin were not suitibly slashy for combat.
