If you set aside the weekly bonus, player-made is still a little better in my experience, but the difference is insignificant enough that I could easily see someone choosing the prison bow for the bonus.

A few minutes. I can get an exact time if you wish. It's a pretty big bonus, at the least. I would guess it's close to being like a capped longbow CJ.
