Hopefully it means:
1) one 100-150 ranger or two 25-99 rangers can remove any non-ranger from the Guild
2) no amount of 25-99 rangers can remove another ranger from the Guild
3) one 100-150 ranger can remove anyone from the Guild except another 100-150 ranger
4) two 100-150 rangers can remove a 100-149 ranger from the Guild
5) only two 150 rangers can remove a 150 ranger from the Guild
But it is unlikely to mean all of that.

because it's never the case that a 150th circle ranger is a jerk? by setting it up as you propose you would handicap a player who doesn't power lvl when compared to a good afk scripter. higher circle doesn't make you a better player. One example would be Hangren coming to the ranger guild and slapping around newb rangers and generally be a jerk but hiding behind consent rules.
In theory, your idea is good. In reality it just makes the ranger guild one more place for idiots to hang our unless one or two players who are both high level rangers and good people are there.
Bottom line if you don't want thrown out of the guild, don't be a jerk.

This. Because of some abuse issues we have had. Also .. when these mechanics were implemented, 100+ rangers were very rare, so if one started being a pill, you'd be lucky to find someone high enough circle to kick him out. Now, not so much... there are several 100+ Rangers. So this change was much needed in the name of evolution, in order to avoid abuse.
