Just out of curiosity do you not have enough performance skill to repair them yourself with a repair kit purchased from music shops or is this an RP thing? I can't remember how tough bagpipes are to repair.
You might try contacting any of the Bards (anyone can repair instruments but Bards tend to have high performance skill) on the renown list or asking for help in the DR Discord chat.

None of my characters have much performance skill and iirc bagpipes are a relatively high difficulty instrument so they probably require a good chunk of performance skill ranks to make a repair.
What timezone/days do you generally play? Do you have a gwethdesuan for ESP (psychic) communication?
If you're around Crossing and ingame at the moment; go out the west gate, go trail, Northeast, East and Bandhur who won't be able to fix bagpipes can help you track someone down.
