So, I've found two possible bugs with stun.

I'm using a forged steel cane. Wasn't sure if I could ambush with it so off to eels I went.

First, I'm not sure I should be able to stun with the cane at all. It's 40 stone, and I only have 30 strength. I thought it was a 1:1 ratio. I don't think this is a bug, just my lack of knowledge.

Second, I can ambush stun from pole range. It's a pole range weapon, but, that's...odd to me.

Third, I instant-kill eels. Seems like it might be bypassing something there, since it should generally take 2+ hits now adays.

270 in hiding/BS, 220 in staves.

Everything looks ok to me. I'm not sure Stun has a strength check against the weight of the weapon like Slash does, but I could be wrong.

Stun and Slash both take a good amount of vitality when you hit max success, and taking into consideration the over-kill mechanic it is very possible to kill in one hit with it.

And you've always been able to use pole-range weapons at pole with Ambush since I've been playing.

My notes say item weight/2 is the req. strength for stun. And fair impact (though that's from before Kodius tweaked and tweaked, think it's in the somewhat fair range now). So a 40 stone item needs at least 20 Str.
