OK new findings.
As a novice on multiple people I suffered a 8 second approach and a 5 second fail. Pretty much 13 to 14 seconds per person. Since a Novice has no cookies to remove approach then machinegunning say 6 to 12 people a minute is not possible.
Four people a minute is no problem though and I wrote a script just for this test. I ran it 6 minutes. << Stealing: 6 26% muddled >> this is about 10 minutes after the effect though and I did do 3 minutes of single player stealing to narrow it down.
OK you say you learn easier off of one person... Well I tested that. No approach of course and each back to back steal took up 5 seconds. Wile in RT I hit exp waiting for a pulse but insuring a exp absorption pulse never happened. So I had to work within the 200 second window. Pretty easy with novice ranks though.
Well to get muddled to Very muddled it took exactly 2 minutes or 120 seconds. Without more testing with a new novice not even up to muddled. I expect it takes 2 exp graps to go up that one level. Clear to learning is best test of any exp gain though. Anyway over and over I tried with just one person and even on a off pulse I never saw any improvment any sooner than 60 seconds.
This hold true to my test a few days ago with sleep. The exp timer on single plater steal is 60 seconds. Stealing from same single player any sooner than 60 seconds is wasting your time... Perception is truth in the mind of the fool who will not look at fact though... If you preceive it as total fact... then it is fact to you!
Now if you as a novice want a help aid here is what I wrote in about 3 minutes.
ECHO
ECHO run it with wiz script example .Novice steal 1 2 3 4

ECHO were numbers or you have to put in names of people
ECHO in room or expected to be in room and even if less than

I taked one pause in under top because it was looping about every 56 to 57 seconds and I wanted to ensure it did not hit person one again till at least 60 seconds later...
And if more research is needed you do it. BUt at least post some of your times, results and test methods. Not just I steal from one and I learn more. Everything says thats incorrect.

Okay...one fact I have down is the the stealing timer is between 60 and 65 seconds. I seem to be able to learn decently stealing from one person in the guild every 65 seconds <Stealing: 24 16% perplexing>. It took 4-5 minutes to go from muddled to perplexing so I'm optimistic. I'm not sure yet as to if there is an individual timer for each person you steal from or if there is just one timer and you can only learn from one grab every minute. I'll use Soims clear to learning test next time I get clear stealing in an attempt to find out by doing the following:
sleep
steal from one person
awake
steal from another person
check if stealing moved from clear to learning
I'll post the results when I get a chance which might take a few days(death in RL family and gona be busy).

One per person, I can mindlock a lot easier stealing from 3 - 4 people than one by rotating throgh them. With approach time by time I get to fourth the first one is about reset.
