On a big pirate ship, you'd need a full crew of pirates, with, most likely, one captain. I don't think you should have to own a boat to have a pirate title. You could be the lowliest member of a pirate crew, and still claim the name.

That is why only the CAPTAIN one has a boat req on my suggestion.
If every pirate had to have they're own ship who would crew them?
Also maybe a couple smaller pirate type titles in criminal but thieves need theyre own too, we have the smallest guild only ones i think. (or will soon barbs have a bunch about to be put in)

pirates plunder their foes of their loot. so they'd have a stealing requirement. Also a dose of appraisal as well -- gotta know what booty to take.
ironically enough, most pirates couldn't swim in RL <hence why walking the plank was so effective> , although you could put in a minor swimming requirement for DR.
weapon requirement would be ME. you always see a pirate with a cutlass.
Oh, and maybe be wearing an eyepatch too. :-)
i'd like to see pirate captain title not only for the owner of a boat, but also for those that are ship's mates or ships masters. That opens it up to a few more.

Maybe some pirates would have stealing, but plundering is not stealing its killing and taking. Thats why the old plunderer was a barb only title as well as pillager. While i believe they are more thiefly then barb, they are combat over stealing/

the plunderer title is still barb: but now, for barbs, requires 380 highest weapon, 270 highest armor, and 100 steal. Which, for a barb, is a significant amt of stealing. The thief version of that title probably requires less weapon & armor and more steal.

I dont think you should have to own a boat, most pirates didnt/dont, most just worked for the captain, and got a cut of the loot. Not everyone in the navy owns a boat (in fact the zoluren navy didnt even have a boat till about 2 months ago...).
Pirates are basicly just thieves who dont have to worry about pvp restrictions, they just sail up, kill, loot, and graverob anything good they find.

The stealing skill in DR has absolutely nothing to do with taking loot off a killed opponent. That is normal combat
And 100 stealing is not alot for barbs any more then 100 weapons is for us.
They are survival secondary just because most dont choose to train it does not make it difficult.

Although your initial statement is accurate (most sailing ship crewmen could not swim) Im not sure your logic is right.
Id bet if you dropped a dozen olympic class swimmers 2-3 miles out to sea, only one or two would make it to shore. And probably then only because theyre generally better educated and have a chance of knowing which shore (the nearest island) is.
The sea is a nasty place for land critters.
